			<content:encoded><![CDATA[<p style="text-align: justify;">The Maharashtra Anti-Terrorism Squad (ATS) has begun to contend with a new breeding ground for terrorists, namely Darbhanga district in Bihar. The banned Indian Mujahideen (IM) recently indoctrinated and recruited youths there.</p>
<p style="text-align: justify;">&#8220;It&#8217;s worrisome, because Bihar is a state where there is huge unemployment and youths are moving to metros to get any odd job they can find. Such youths can become easy prey for criminals, particularly the underworld and terror outfits,&#8221; said a senior police official.</p>
<p style="text-align: justify;">IM&#8217;s founder members have always dodged investigating agencies by shifting their recruiting grounds from Maharashtra to UP and now Bihar. The Mumbai police said this is also in keeping with the IM&#8217;s avowed aim of spreading the net as wide as possible to cause maximum damage.</p>
<p style="text-align: justify;">ATS chief Rakesh Maria said that the IM first recruited youths from Cheetah Camp in Trombay, then Kondwa in Pune, then Azamgarh in Uttar Pradesh and now Darbhanga in Bihar. Police said IM founding member Yasin Bhatkal had indoctrinated and trained as many as three dozen youths in Darbhanga. &#8220;Bhatkal also made Bihar a base at which he could receive hawala money through Pakistan  via Dubai . He also helped Pakistan&#8217;s ISI circulate counterfeit notes in India by first landing them in Bihar,&#8221; said Maria.</p>
<p style="text-align: justify;">The two arrested men, Naqi Ahmed and Nadeem Akhtar, have been accused of facilitating, aiding and abetting Bhatkal and two Pakistanis in the 13/7 blasts. Both Naqi and Nadeem hail from Deora Bandhauli, Darbhanga district, Bihar. Earlier, the Delhi police had arrested six IM members, including Qateel Siddiqui, for the Chinnaswamy Stadium and Delhi high court blasts. They too are from Darbhanga.</p>
<p style="text-align: justify;">&#8220;In 2008, when the Mumbai crime branch arrested 21 IM members for 11 blasts, including the Ahmedabad and Jaipur blasts, IM founding member Riyaz Bhatkal and his associates went underground. At the same time, the Delhi police carried out the Batla House operation in which IM man Atif and a police inspector were killed. IM&#8217;s key members, like Riyaz Bhatkal, Mohsin Choudhary, Iqbal Bhatkal, Abu Rashid, Dr Shanuwaz, Bada Sajid and Salman, fled to Pakistan. Yasin Bhatkal sheltered with his friend Gayoor Jamali at Darbhanga,&#8221; said an ATS officer. Jamali is one of the six held in Delhi.</p>

What they remember are the long gaps between his visits to Darbhanga and Madhubani between 2008 and 2009. Based on the testimony of suspected Indian Mujahideen operatives, investigators believe Dr Imran may be none other than one of India’s most-wanted, Yasin Bhatkal.</span></span></p>
<p style="text-align: justify;">Dr Navin, a Darbhanga-based homeopathic practitioner, said that during 2008-09, over half-a-dozen homeopathic doctors started practising in Darbhanga and some visited the villages of Madhubani and Darbhanga. “I have vague memories of a doctor coming here from Patna but I am not sure it was Dr Imran,” he says.</p>
<p style="text-align: justify;">Rather than staying at a place for long, said officials, Bhatkal was constantly on the go but kept in touch with the Ahmadia Salfia madarasa of Darbhanga. Suspected Indian Mujahideen operative Ghayur, arrested by the Delhi Police for the Jama Masjid blast, studied at the same madrasa.</p>
<p style="text-align: justify;">Apart from Ghayur, Naqi Ahmed Sheikh, held for the 13/7 Mumbai blasts, has reportedly told officials Imran was just an alias for Bhatkal.</p>
<p style="text-align: justify;">Another Darbhanga homeopathic practitioner, Dr A Hasan, remembers Dr Imran as a quiet person. “As he did not run a clinic, he was taken to be a roving doctor,” Hasan said.</p>
<p style="text-align: justify;">Homeopathic medicine shopkeepers remember having seen Imran “some years ago”. Said Sunil Sharma: “He would come to get medicines and the next visit would be after four-five months.”</p>
<p style="text-align: justify;">The families of Naqi and Nadeem Akhtar, who has also been held over the 13/7 blasts, however, claim to have never met Imran.</p>
<p style="text-align: justify;"><span>“You can ask fellow villagers, we haven’t seen any doctor by this name,” said Naquee’s father Wasi Ahmed.</span></p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Maharashtra&#8217;s Anti Terrorism Squad, probing the July 13 triple blasts here, has not found any leads after &#8216;extensive&#8217; questioning of two engineering students and their friend who were arrested recently, police sources said.</p>
<p style="text-align: justify;">Qamar-E-Alam (19) and Abdul Wahab (20), who hail from Darbhanga district of Bihar, were picked from their engineering college at Lalru Mohali in Punjab on January 1 and booked in a forgery case after they were found to be possessing over 10 SIM cards procured using fake documents, police sources said.</p>
<p style="text-align: justify;">Subsequently, their aide Shahejahan (20) was also arrested in a similar case, sources said.</p>
<p style="text-align: justify;">&#8220;The three were extensively questioned with regard to the blasts but nothing important has come out,&#8221;an ATS source said.</p>
<p style="text-align: justify;">Qamar&#8217;s father Shakir Hussain, a driver by profession in Mumbai, told PTI, &#8220;I am hearing that my son has been picked by Mumbai ATS but police did not inform me anything as of now. I don&#8217;t know where he is and I&#8217;am worried.&#8221;</p>
<p style="text-align: justify;">&#8220;My son was good at studies and I wanted him to study engineering. He studied upto XII in Mumbai. I tried several colleges here but they wanted huge donations. But in Punjab, I had to pay only Rs one lakh for my son&#8217;s college admission,&#8221; Hussain said adding that his son is very good at studies and he would not indulge in any illegal activities.</p>
<p style="text-align: justify;">Mohammed Abdul Umar(66), father of another accused Wahab who was picked up by the ATS told PTI from Bihar over phone, &#8220;We do not know why police picked up my son and where they have kept him. We were not intimated about it. I am sure my son was picked by mistake and he would be released soon.&#8221;</p>
<p style="text-align: justify;">Qamar and Wahab&#8217;s friend Mohammed Ashraf was also questioned but was later let off.</p>
<p style="text-align: justify;">Ashraf told PTI from Punjab, &#8220;The police who claimed to be Mumbai ATS officials asked about our background and studies. Then they took away Qamar and Wahab.&#8221;</p>
<p style="text-align: justify;">A powerful IED blasts rocked the bustling Zaveri Bazaar, Opera House and Dadar areas in Mumbai within a span of 30 minutes on July 13, killing 27 and wounding many.</p>
<p style="text-align: justify;">A breakthrough has eluded the Maharashtra ATS and Mumbai crime branch so far. Though the outlawed home-grown terror group Indian Mujahideen was suspected to have triggered the blasts, the probe agencies are yet to conclusively pin the blame on any organisation.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Unable to clear his examinations for the second time, a second year student of Zakir Husain College allegedly slit his wrists and consumed sedatives in a bid to end his life and then jumped to his death from the third floor of JPN Hospital where he was admitted on Wednesday.</p>
<p style="text-align: justify;">Rocky Rai belonged to Darbhanga in Bihar and had been staying with his maternal uncle at Nangloi here. He was pursuing his graduation from Zakir Husain College. “He was in the second year and had failed in the examinations earlier. He again took the examinations, but could not clear them because of which he was apparently under tremendous mental pressure,” said a police officer.</p>
<p style="text-align: justify;">Enquiries revealed that Rocky went to his college on Wednesday morning and around 10 a.m. he inflicted injuries on his body with a sharp-weapon. He was also in an inebriated state, suggesting that he had consumed some sedatives. The students who found him bleeding informed the college authorities, after which the college principal informed the police. Rocky was rushed to the nearby JPN Hospital. A team from the Kamla Market police station also reached the spot and then tried to get a statement from him. However, he was purportedly under the influence of sedatives and could not talk coherently.</p>
<p style="text-align: justify;">Rocky&#8217;s condition improved as the doctors started the medication. “He was admitted to a ward on the third floor of the hospital and kept under observation,” said the officer. His relatives were told to take extra care of him given his suicidal tendencies. Rocky&#8217;s father Suresh Rai, who works at a medical store, was also informed about his condition.</p>
<p style="text-align: justify;">The relatives remained at the hospital till evening after which Rocky&#8217;s cousin stayed back as an attendant. Rocky tried to get out of the ward on various pretexts, but he was not allowed. However, he got an opportunity when his cousin went out for some time and he jumped off from the third floor around 10-45 p.m. Doctors could not revive him.</p>
<p style="text-align: justify;">The police have initiated inquest proceedings into the death, during which relatives, friends and acquaintances of Rocky may be contacted to record statements and ascertain what exactly led him to take the extreme step.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">The Bihar Human Rights Commission (BHRC) has sought a probe report from the State police on the 2009 killing of Ram Narayan Mahto, chief of the Madhesh Rashtra Janatantrik Party-Revolutionary — a radical armed group fighting for an independent state of Terai along Nepal&#8217;s southern belt.</p>
<p style="text-align: justify;">Mr. Mahto was found dead in Siraha district in Nepal on the night of July 19, 2009. While the police version claimed that Mr. Mahto was killed in an incident of cross-firing, there was considerable consternation among sections of civil society who contended that he was murdered in police custody.</p>
<p style="text-align: justify;">Acting on a petition filed by his brother Premlal, the BHRC has sought an enquiry report from the Inspector-General of Darbhanga division into the events that led to Ram Narayan alias Manager Mahto&#8217;s death, with particular emphasis on the Bihar police&#8217;s alleged role in handing him over to Nepalese security agencies.</p>

This is a very serious affair and I have accordingly issued preliminary directions to the IG (Darbhanga zone) to enquire into the matter,” he said.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;">Patna: It has been six months since the Bhajanpur [Forbesganj block] Police firing, which killed four Muslims including a pregnant woman and an infant; but nothing noteworthy has been seen toward justice for the victims. The villagers so organized an agitation in Bhajanpur on 30th Dec.2011 demanding justice to the victims and punishment to the guilty police officials</p>
<p style="text-align: justify;">“The Nitish Kumar led Bihar Government is denying CBI enquiry into the killings because it fears that such an enquiry will not only bring the truth behind the firing but also expose the corruption in Bihar Industrial Area Development Authority (BIADA)” alleged Dr. Shakeel Ahmad, National Spokesperson of Congress Party, while addressing the protestors.</p>
<p style="text-align: justify;">He said that the state government ignored the notice by Supreme Court regarding CBI inquiry which was issued after hearing a PIL.</p>
<p style="text-align: justify;">He questioned the secular credibility of the Nitish Kumar by asking “On one hand, he refused to share dais with Narendra Modi and on the other hand he runs the government with Sushil Kumar Modi” he added.</p>
<p style="text-align: justify;">Dr. Ahmad assured the victims that he and his party will be fighting until justice is delivered to them.</p>
<p style="text-align: justify;">On June 3, 2011, four members of the Muslim community were brutally killed by Police in Bhajanpur village under Forbesganj block in Araria district of Bihar while they were protesting against blockade of their road by a company named Auro Sundaram International Private Limited.</p>
<p style="text-align: justify;">Notably, Bihar Deputy Chief Minister Sushil Kumar Modi was blamed that Bhajanpur Police firing was done on his direction as he has close relationship with BJP MLC Ashok Kumar Agrawal whose son Saurabh Kumar is a member of the board of directors of Auro Sundaram International Private Limited.</p>
<p style="text-align: justify;">Criticizing Bihar Government, Congress leader and organizer of the protest, Dr. Shakeel Ahmad Khan said: “”When a non-Muslim businessman is killed here, the Police inspector is suspended but the killer of Muslims is given promotion. SP Garima Malik who ordered the Bhajanpur firing was made senior SP of Darbhanga instead of being suspended.”</p>
<p style="text-align: justify;">He said that judicial inquiry into the incident is only a formality. “The inquiry commission is yet to take any important step but the victims have been terrorized in several ways” he added.</p>
<p style="text-align: justify;">Speaking on the occasion, local MLA Afaq Alam alleged that Bihar Government is working on the direction of communal forces and Forbesganj firing has been an example for that.</p>
<p style="text-align: justify;">On the occasion, several other people also put their views and expressed their feelings. The victims also narrated their horrible stories. Each of those victim’s families were given Rs. 25000/ by a well-wisher.</p>

a) Examination fee of Rs. 500/-(Rupees Five hundred) only is payable by the applicants in the form of Demand Draft only addressed to “ A.O. (B&amp;A) ,BSNL, % C.G.M.T. Patna.” Examination fee once paid will be not be refunded.<br />
b) No fee for the applicants of SC &amp; ST categories.<br />
c) Exemption from payment fees is also available to the applicants of PH category. This exemption will, however, be available to only those handicapped persons who would otherwise be eligible for appointment to the post on the basis of the standards of medical fitness prescribed for that post and who enclose with the application necessary certificate from a Government Hospital / Medical board in support of his /her claim for being handicapped.<br />
d. For Residents of J&amp;K – Relaxation shall be accordance with DoP&amp;T O.M. No. 15012/7/1991-Estt.(D)dtd. 06/12/2005 pertaining to “ Residents of State of Jammu and Kashmir (Relaxation of Upper Age limit for recruitment to Central Civil Services &amp; Post) Rules 1997”.<br />
f. Ex-serviceman shall be allowed age relaxation to the extent that every Ex-Servicemen who has put in not less than six months continuous service in the Armed Forces of the Union shall be allowed to deduct the period of such service from his/her actual age and if the resultant age does not exceed the maximum age limit prescribe for the post of service for which he seeks appointment by more than three years, he/she shall be deemed to satisfy the condition regarding age limit.<br />
g. Restriction of residence and Registration with employment exchange of the concerned SSA/Telecom District in which the applicant applies is preferable and not mandatory.<br />
h. The selected candidates, before their appointment as Telecom Technical Assistant, have to undergo the prescribed course of training.<br />
i. The selected candidates shall have to execute a bond for a period of 2(two) years from the date of appointment as Telecom Technical Assistant in the pro-forma as specified by the Company.<br />
j. Candidates working under Central/State Govt./Public Sector Undertakings should send their applications through proper channel.<br />
k. The standard of paper in General Ability test will be such as may be expected of an Engineering Diploma holder. The standard of papers in other subject will approximately be that of Diploma level of an Indian Polytechnic. In the specialization Part-III, a candidate has to attempt a common set of questions from the consolidated syllabus prescribed under Specialization Part III. Answer sheet will be OMR based.<br />
l. As per the scheme and syllabus for the examination, there will be three parts of General Ability Test, Basic Engineering &amp; specialization consisting of maximum marks of 20, 90 and 90 respectively. The minimum qualifying marks in each of the above three parts of the question paper will be 30% for candidates belonging to OC category and 20% for candidates belonging to OBC/SC/ST category, i.e. the minimum passing marks in each of the 3 parts in respect of OC will be 6, 27 and 27 respectively whereas in respect of OBC/SC/ST, it will be 4, 18, and 18 respectively.<br />
m. Based on the marks obtained by candidates two types of lists will be prepared for each SSA (1) Merit list (for selected candidates) and (2) Waiting list consisting of all those candidates who have qualified the examination but do not find a place in the merit list of successful candidates.<br />
n. Waiting list shall remain valid for a period of one year from the date of declaration of result or the date of notifying the DR Examination for the next recruitment year, whichever is earlier .<br />
o. The applicants would be admitted to the examination on the basis of the information furnished by them in their application form. They are, therefore, advised to ensure that they fulfill all eligibility conditions before applying. In case it is found at a later stage that the information furnished by an applicant is false or an applicant does not fulfill any of the eligibility conditions the candidature of such applicants would be cancelled even if they qualify and no correspondence in this regard would be entertained. Issuance of an Admit card for the examination will NOT confer any right for appointment.</p>

			<content:encoded><![CDATA[<p style="text-align: justify;"><strong>Darbhanga</strong> district is one of the thirty-seven districts of Bihar state, India, and Darbhanga town is the administrative headquarters of this district. Darbhanga district is a part of Darbhanga Division. The district is bounded on the north by Madhubani district, on the south by Samastipur district, on the east by Saharsa district and on the west by Sitamarhi and Muzaffarpur districts.The area of the district is 2,279 km2.</p>
<p style="text-align: justify;"><strong>Geography</strong><br />
The district has a vast alluvial plain devoid of any hills. There is a gentle slope from north to south with a depression on the centre. The District can be divided into four natural divisions. The eastern part consists of Ghanshyampur, Biraul and Kusheshwarsthan blocks. This part contains fresh silt deposited by the Kosi River. This region was under the influence of Kosi floods till the construction of Kosi embankment during the Second Five Year Plan. It contains large tracts of sandy land covered with wild marshes. The second part comprises the regions lying south of the Burhi Gandak River and is the most fertile area in the district. It is at a higher level than the other parts of the district and contains very few marshlands. This part is well suited to the rabi crops. The third natural region is the doab between the rivers, Burhi Gandak and Baghmati and consists of low-lying areas dotted over by marshes. This region gets flooded almost every year. The fourth division consists the Sadar sub-division of the district. This region is watered by numerous streams and contains some uplands.</p>
<p style="text-align: justify;"><strong>Rivers</strong><br />
Though numerous rivers originating in the Himalayas water this district, it has four major river systems, the Baghmati, the little Baghmati, the Kamla and the Tiljuga. The Bagmati, enters this district from Muzaffarpur district, forms a natural boundary between the district and Samastipur district and pursues a southeasterly course till it joins the Burhi Gandak River near Rosera. The little Bagmati enters the district from Madhubani district near Pali and turns past Darbhanga town down to Hayaghat, where it joins the Baghmati proper. The Kamla River enters the district at Singar Pandaul, and flowing east of Darbhanga town, joins the Tiljuga at the southeastern corner of Rosera block. The Tiljuga skirts the eastern boundary of the district.</p>
<p style="text-align: justify;"><strong>Climate</strong><br />
The climate of this district is dry. There are three well-marked seasons in this district, the winter, the summer &amp; the rainy season. The winter season starts in November and continues till February, though March is also pleasant. Westerly winds begin to blow in the second half of March and temperature rises considerably. May is the hottest month when the temperature goes up to 42°C. Rain sets in towards the middle of June. With the advent of the rainy season, temperature drops but humidity rises. The moist heat of the rainy season is very oppressive till August. The rain continues till the middle of October. Average annual rainfall of this district is 1142.3 mm. Around 92% of the total rainfall is received during monsoon months.</p>

Agriculture is the primary occupation of the majority of the population of this district. There are a huge amount of educated people in darbhanga. The occupation is mainly doctor and engg.</p>

The major crop of this district is rice. Other crops produced in this district are wheat, maize, pulses, oil seeds and sugarcane. The district also has many mango orchards.</p>

The main industries of this district are Paper Mills, Sugar Mills and Handloom.</p>
<p style="text-align: justify;"><strong>Demography</strong><br />
Population of this district as per 2001 census is 3,285,493 of which rural population is 3,018,639 and urban population is 266,834. According to the Census of India 2001, literacy rate of the distyrict is 44.32% (male 57.18%, female 30.35%). As per 1991 census, the district has 19,55,068 Hindus, 5,55,429 Muslim, 141 Christians, 198 Sikhs, 26 Buddhists and 27 Jains.<br />
The main languages spoken in this district are Hindi, Maithili and Urdu.</p>
<p style="text-align: justify;"><strong>Divisions</strong><br />
The district comprises three sub-divisions which is further divided into 18 blocks. The sub-divisions are Darbhanga Sadar, Benipur and Biraul. The blocks are Darbhanga, Jale, Singhwara, Keoti, Manigachhi, Tardih, Alinagar, Benipur, Bahadurpur, Hanuman Nagar, Hayaghat, Baheri, Biraul, Ghanshyampur, Kiratpur, Gaura Bauram, Kusheswarasthan,and Kusheswarasthan East. This district has 329 Panchayats, 1269 villages &amp; 23 Police Stations. Some of the villages are Baqui pur,Maheshpatti, Kaligaon, Kansi, Pandaol, Panchov,Rajarouly-Rampur rouly, Balbhadrapur, Gobindpur, Dharar, Koilakh, Karaj, Nehra, Sahora, Kabilpur, Bahadurpur, Anandpur, Deokuli, Rambhadrapur, Ughara, Patore, Ghanshyampur, Mohanpur, kamtol,Kothram,Dodhiya,Balha, Dheruk, Mahinam, pahadi, Antaur and &#8220;Muraitha&#8221;. There are one Lok Sabha and 10 Vidhan Sabha constituencies in this district. Manigachhi, Bahera, Darbhanga Rural (SC), Darbhanga, Keoti and Hayaghat Vidhan Sabha constituencies are part of the lone Lok Sabha constituency of this district, Darbhanga. Jale Vidhan Sabha constituency is part of Madhubani Lok Sabha constituency while Ghanshyampur, Baheri and Singhia Vidhan Sabha constituencies are part of Rosera Lok Sabha constituency (only a part of Singhia Vidhan Sabha constituency is within this district).</p>
<p style="text-align: justify;"><strong>Culture</strong><br />
This district is known for its rich tradition of folk art form,Mithila Painting. Treditional folk drama styles of Mithila region are also very popular in this district. Most prominent among them are Nautanki, Natua Nach and Sama Chakeva.<br />
A number of fairs and melas are organised in various parts of the district. The Kartik Purnima mela, Dussehra mela, Janmashtami mela and Divali mela are most popular among them.<br />
Two of the prominent and popular Artistic groups of this district are Mithila Chetna Parishad &amp; Adarsh Kala Manch. Mithila Chetna Parishad is a professionally managed conglomarate of artistic activities of Mithila region. They also conduct stage shows all over India and abroad to spread the ethos of Maithili art and culture. Adarsh Kala Manch, Madanpur(in Bahadurpur Block)is run by a group of amateur artists and activists of the villages in this region. This group is immensely popular due to the depth and style of presentation of local Maithili Natak ( based on religious and social themes). However off late, the scarcity of funds has forced this club to reduce its activities and limit it within the village during Festivals like Chhat &amp; Chitragupt Puja.</p>

The Lalit Narayan Mithila University in Darbhanga was established on 7 August, 1972 by dividing the Bihar University(now Baba Saheb Bhim Rao Ambedkar University), Muzaffarpur. It was shifted in the building of Darbhanga Raj in 1975. The Kameshwar Singh Sanskrit University was established in 1961.A great learned Mahamhopadhyay Dr.Umesh Misra was the first Vice Chancellor of this University. Nearly 5500 rare manuscripts on Epic,Philosophy,Vyakaran, Dharmashastra and a few manuscripts of Vidyapati, Mahesh Thakur in their own handwriting are preserved in the University.The post Graduate Department is corporated with the Veda, the Vyakarna, the Dharma Shastra, the Darshana, the Jyotish &amp; the Sahitya are functioning. Kameshwar Singh Sanskrit University is tha largest university in the world on the basis of intake(approx. 500000 students) in different streams.</p>
