Gram Kutchery secys to get salary hike

Patna: Claiming that JD (U) will sweep the Lok Sabha polls in Bihar winning all the 40 seats, panchayati raj and rural works departments minister Bhim Singh on Thursday said “Bihar ka bhala karega Bihar wala (Only a Bihari can develop the state)”.

Addressing a daylong state-level convention of Bihar Rajya Gram Kutchehry Sachiv Sangh(BRGKSS), the minister also announced that the salary of Gram Kutchehry secretaries would be increased considerably in the next financial year. He asserted that the department was working on ensuring electronic transfer of their salary.

Emphasizing on the need for infrastructure like chambers for the staff and court rooms of Gram Kutchehry, Singh said the department was constructing 1,830 panchayat buildings to house them. Their construction work would be completed within six months. Proper infrastructure adds to the confidence of the personnel concerned, he maintained.

The minister said that the department had earmarked over Rs 83 lakh each for the construction of panchayat buildings. The cost is likely to escalate to around Rs 1 crore in the next financial year due to inflation, and the financial resources available with the state government were not enough to fund the construction of all the 8,402 panchayat buildings required in the state. Regarding regularization of the staff working on contract, he said they would keep on working.

Expressing his satisfaction over the functioning of Gram Kutchehries in the state, the minister claimed that the Apex Court, in several of its verdicts, had quoted the rulings of Gram Kutchehries. He said that the novel idea of Gram Kutchehry implemented by the state has attracted intellectuals and officials of other states, including Kerala and Rajasthan, who want to study the Bihar model and implement the same in their respective states.
