Bihar DSP joins ACB, escalates power tussle

Days after Joint Commissioner of Police (Anti-Corruption Branch) M K Meena wrote to the Delhi Lieutenant-Governor, raising objections to the appointment of five Bihar police officers with the department, Bihar’s Deputy Superintendent of Police Sanjay Bharti has joined the ACB.

This has escalated the row between the Central government and the Aam Aadmi Party government.

Bharti, a 2000-batch Bihar Police Service officer, was posted as DSP in Arwal and joined the ACB two days ago. At the time of the Bihar constabulary joining the ACB, Bharti had expressed his inability to take over immediately, citing medical reasons. In a letter to the L-G last week, Meena had said that the appointments by the Delhi government were in violation of Section 3 of the Police Act 1888 and had also sought the L-G’s intervention in informing the Union home ministry and taking action.

As per the Police Act 1888, for transfer and posting of police officers between two states, the police need to take approval from the Central government. However, during the appointment of the Bihar police officers in the ACB, neither the Delhi government nor the Bihar government approached the Centre for approval, Meena mentioned in his letter.
